That depends on where the pavement is failing and what is causing the damage. Isolated failures may suit targeted repair. Broader wear or recurring problems need a closer assessment before selecting resurfacing or replacement.

03How do milling and resurfacing fit together?

Milling removes a specified depth of existing asphalt. Resurfacing places a new asphalt layer. A project may use both, depending on pavement condition and the required finished elevations at curbs, drains, and entrances.
